Lead Specialist, Procurement & Contracts


2. OVERALL JOB PURPOSE

To effectively manage procurement and contracting activities for the company's mega projects, both within the Kingdom of Saudi Arabia and internationally. The role requires a focused approach to developing and implementing sourcing strategies for projects in the bidding phase, procurement of major equipment, and the preparation of procurement and construction packages. The ultimate goal is to maximize value creation for the company and its business units.

The Lead Specialist is responsible for ensuring compliance with all relevant policies, standards, and procedures, including those related to Local Content (LC). This role will promote best practices across mega projects and ensure business continuity through the optimal use of resources. It also involves contract implementation for each project, accounting for associated risks and complexities, and collaboration with internal and external stakeholders within cross-functional initiatives.


 

3. KEY ACCOUNTABILITIES

3.1 Strategic Contribution (75%)

  • Contribute effectively to the company’s strategic objectives.

  • Promote local content compliance among contractors, in line with the company’s strategy.

  • Develop and implement efficient contracting and sourcing strategies.

  • Drive continuous improvement in sourcing by leveraging commercial competition.

  • Assist in deploying best practices and lessons learned to enhance performance and value creation.

3.2 Project Contribution (25%)

  • Ensure full compliance with project contracts and delegation of authority (DOA) through effective monitoring and dispute resolution within authorized limits.

  • Support onboarding of new stakeholders in mega projects, ensuring awareness of relevant processes and policies.

  • Provide project-specific contracting solutions and strategies, assist in bidding processes, and advise the manager and project teams on executed contracts.

  • Participate in resolving contract disputes, and in negotiating and finalizing change orders and amendments.

  • Lead negotiations for high-value contracts.

  • Manage claims, disputes, and unresolved issues in mega projects, involving legal counsel when necessary.

5. JOB RELEVANT INFORMATION (BOUNDARIES & DECISION-MAKING AUTHORITY)

  • Deep understanding of sourcing and procurement for mega projects.

  • Knowledge of subcontracting, project planning, scheduling, cost control, and construction processes.

  • Ability to interpret engineering and construction drawings for discussions with contractors and project teams.

  • Strong negotiation, decision-making, and customer relationship skills.

  • Effective in team building and managing business relationships.

  • Well-versed in supply management policies, procedures, and best practices.

  • Culturally aware and capable of operating in a diverse environment.


6. QUALIFICATIONS, EXPERIENCE & SKILLS

  • Bachelor’s degree in engineering, construction law, finance, business administration, or a related commercial discipline.

  • 10–15 years of experience in the mining, petrochemical, or industrial sectors.
