1. Are you licensed by MoHRE, and can you show it?

If your company is subject to quota obligations, your recruitment partner should understand them and be able to source qualifying Emirati candidates, not simply acknowledge the requirement exists. 9. What are your fees, and what triggers them?

The strongest signal available, and the one most buyers skip. Ask for two clients in a comparable industry and at comparable scale, and actually call them. Ask those references about responsiveness and problem-handling, not just whether roles were filled.
